A firm protested the General Services Administration's (GSA) refusal to allow it to submit a late bid to renew its inclusion on a multiple award contract. GAO held that, since the protester's late bid did not constitute an exception to the rule against late proposals, GSA properly refused to consider the bid. Accordingly, the protest was dismissed.
