A firm requested reconsideration of the denial of its protest of the General Services Administration's (GSA) rejection of its bid for mechanical maintenance services, contending that GSA unreasonably rejected its initial guarantee letter as not clearly enforceable, since: (1) the only defect in the guarantee was a typographical error in the solicitation number; and (2) the guarantee was clearly identifiable with the procurement. GAO had held that the GSA determination was reasonable since the letter was not a binding guarantee of financial backing. Upon reconsideration, GAO determined that GSA unreasonably rejected the protester's guarantee letter, since it was clearly identifiable with the procurement. Accordingly, the protest was sustained, and GAO recommended that GSA terminate the current contract for convenience and award the remainder of the contract to the protester if its guarantee letter was otherwise sufficient.
