A firm protested an Army contract award to another firm for storage racks, contending that the Army should have awarded it the contract since the Small Business Administration (SBA) issued it a certificate of competency (COC). GAO held that, since the protester was not the low offerer following a second round of best and final offers, it was not in line for award. Accordingly, the protest was dismissed.
