A firm protested the Navy's designation of a procurement for education and training services as a small business set-aside, contending that a small business could not perform the contract because it would: (1) have to devote a substantial percentage of its business to the contract; and (2) not have the required corporate experience. GAO held that it would not question the Navy's determination that it would receive offers from at least two responsible small businesses, absent a showing that the Navy acted unreasonably. Accordingly, the protest was denied.
