A firm protested any Federal Aviation Administration (FAA) contract award for janitorial services, contending that the first and second low bidders submitted below-cost bids in step two of the procurement. GAO held that the matter was one of responsibility, which it would not consider absent a showing that FAA acted fraudulently or in bad faith. Accordingly, the protest was dismissed.
