A firm requested reconsideration of the dismissal of its protest against a Navy solicitation for computer equipment, contending that: (1) it was an established firm and a prospective offerer; (2) it would have submitted a bid but could not because of the solicitation's sole-source requirement that was the basis for its protest; and (3) the Navy could have awarded it a part of the procurement since the specifications did not include an all-or-none requirement. GAO held that the protester was not sufficiently interested to protest since it was not a prospective offerer under the solicitation. Accordingly, the request for reconsideration was denied.
