A firm protested a General Services Administration (GSA) contract award for telephone installation and maintenance, contending that: (1) the GSA price evaluations were inaccurate because they applied incorrect tariffs; (2) GSA and the awardee did not comply with requirements relating to small business contracting plans; and (3) the Small Business Administration (SBA) did not review the solicitation prior to issuance as required. GAO held that: (1) the protester did not offer any evidence in support of its claim that the price evaluations were inaccurate; (2) the protester was not an interested party to raise the issue of noncompliance with small business subcontracting requirements since it would not be in line for award even if its protest were sustained; and (3) the SBA failure to review the solicitation did not prejudice the protester since SBA approved the awardee's subcontracting plan. Accordingly, the protest was denied in part and dismissed in part.
