A firm protested the Air Force's rejection of its bid as nonresponsive, contending that its failure to include a complete price list was immaterial and had no impact on its obligation to provide the items required. GAO held that: (1) the Air Force did not need the missing information in order to evaluate the bid; (2) the information did not affect the bidder's promise to perform as specified; and (3) although the Air Force required the price lists, the requirement was not a matter of bidder responsiveness and should not have caused bid rejection. Accordingly, GAO sustained the protest and recommended that the Air Force permit the protester to submit the omitted material, and accept the protester's bid, if otherwise proper.
