A firm protested a Defense Logistics Agency (DLA) contract award for pallet stacking racks, contending that: (1) the solicitation was unduly restrictive; (2) DLA should have issued the solicitation as a small business set-aside; and (3) DLA should have awarded it the contract, since it was the low bidder. DLA terminated the contract because it found that the solicitation improperly restricted competition. GAO held that the protest was, therefore, academic. Accordingly, the protest was dismissed.
