A firm protested a General Services Administration (GSA) contract award for the lease of office space, contending that: (1) GSA improperly accepted the awardee's late offer; and (2) the awardee's property did not conform to the solicitation requirements. GAO held that the protester, as fourth low bidder, did not have a sufficient direct economic interest to protest. Accordingly, the protest was dismissed.
