A firm requested reconsideration of the dismissal of its protest against an Army contract award. GAO had dismissed the protest because it concerned the awardee's responsibility, which GAO would not consider under the instant circumstances. In its request for reconsideration, the protester contended that the contracting officer was biased in favor of the awardee. GAO held that: (1) the protester's bare allegations did not prove its case that the contracting officer was biased; and (2) the protester failed to demonstrate that the dismissal was based on some error of fact or law. Accordingly, the request for reconsideration was denied.
