A firm requested reconsideration of the dismissal of its protest of a Defense Logistics Agency (DLA) contract award, contending that DLA: (1) should review its original protest based on the significant issue exception to the timeliness rules; and (2) employed illegal procurement practices, to the detriment of all Canadian suppliers and contractors. GAO held that: (1) it would not consider the protest since it was untimely filed; and (2) it could not invoke the significant issue exception since it considered the protest in a previous decision. Accordingly, the dismissal was affirmed.
