A firm protested certain performance standards in an Army solicitation for motor vehicle maintenance, contending that they were: (1) more stringent than those in the existing contract; (2) commercially impossible to meet because of the vehicles' age and condition; (3) not cost-effective; and (4) arbitrary and contrary to other installations' requirements. GAO found that: (1) the Army's requirement for reduction of excessive vehicle downtime was critical to its needs; and (2) the protester did not show that the Army's performance standards were unreasonable. Accordingly, the protest was denied.
