A firm protested its rejection as a nonresponsible bidder under a Navy solicitation, contending that it had completed guaranteed work on a previous contract before bid opening. GAO held that: (1) one of the protester's sureties failed to disclose its obligations under the other contract; and (2) the Navy properly rejected the bid. Accordingly, the protest was denied.
