GAO was asked to address issues relating to the powers of the former chairperson of the U.S. Holocaust Memorial Council. GAO determined that: (1) while the former chairperson may continue to serve as a member of the Council, he may not continue to serve as chairperson in the absence of a successor; and (2) a new chairperson, if the president appoints one, could appoint non-Council members to serve on the Council's committees, without the Council's approval.
