A firm requested reconsideration of the dismissal of its protest against the Defense Logistics Agency's (DLA) rejection of its bid for the small business set-aside portion of a solicitation for goggles. GAO noted that, when the Small Business Administration (SBA) refused to issue the protester a certificate of competency for the set-aside portion, DLA rejected the protester's bid as nonresponsible. In its request for reconsideration, the protester maintained that a change in delivery schedules for the set-aside portion required SBA to make another determination of its responsibility. GAO found that the protester failed to demonstrate: (1) that a material change occurred in the factors on which SBA based its determination; and (2) any error of fact or law in the prior decision. Accordingly, the prior decision was affirmed.
