[Protest of Any Navy Contract Award for Window Replacement]

A firm protested a Navy contract award for window replacement to any other offerer, contending that: (1) the awardee submitted either a mistaken or below-cost bid; and (2) the Navy would not ensure that the awardee strictly complied with contract requirements. The protester also requested a conference. GAO held that: (1) it would not consider the protester's contention that the awardee made a mistake in its bid; (2) even if the awardee's bid was below-cost, the Navy could properly accept it; (3) the matter of whether the awardee would comply with contract requirements was one of contract administration which it would not consider; and (4) a conference would serve no useful purpose. Accordingly, the protest was dismissed.
