A firm requested reconsideration of the dismissal of its protest under an Army prime contractor's solicitation for demolition charges, contending that the specification deviations it requested were insignificant and questioning the contractor's decision to reject its bid as nonresponsive. GAO found that: (1) the contractor's decision was reasonable because the protester had conditioned its performance on approval of the requested deviations; and (2) the protester offered no evidence of error in the original decision. Accordingly, the original decision was affirmed.
