[Protest of Specifications Under Army RFP for Decontamination Apparatus Containers]

A firm protested a specification in an Army solicitation for decontamination apparatus containers, contending that the: (1) specification was ambiguous; and (2) Army had changed its interpretation of the specification, since it had recently rejected delivery of the same item under a different contract with the protester. GAO noted that the protester failed to file its protest within 10 days of the time that it learned that the Army's interpretation of the specification differed from its interpretation. GAO found that the protest was untimely and did not fall within the significant issue exception, because it was not of widespread interest to the procurement community. Accordingly, the protest was denied.
