[Question Concerning Limitation on Combined Federal Military and Civilian Compensation]

The Air Force requested the resolution of a question concerning whether a National Guard technician's combined civil service salary and military basic pay were subject to limitations even though he was assigned to a state government which partially reimbursed the federal government for his salary. GAO found that the technician: (1) retained his federal civil service and military status during his detail to the state government; and (2) received a federal civil service salary which remained a matter of obligation of appropriated federal funds despite the state's reimbursement. Accordingly, the full amounts of his federal civil service salary and military basic pay were subject to the compensation limitation.
