A firm protested the Army's cancellation of a solicitation for lodging, meals, and transportation for recruits, contending that, since it submitted the sole responsive bid, the Army should have completed the acquisition through negotiations with it. GAO found that the Army: (1) properly cancelled the solicitation because it determined that it had not received a responsive bid from a responsible bidder; (2) properly found the protester to be nonresponsive because it failed to submit an endorsement required for Canadian firms from the Canadian Commercial Corporation and it submitted its bid in Canadian rather than American dollars; and (3) was not required to complete a cancelled solicitation through a negotiated procurement. Accordingly, the protest was denied.
