Highlights

A firm protested any contract award under a Navy solicitation because it had not received a copy of the solicitation. GAO found that: (1) the Commerce Business Daily had carried the solicitation announcement, which constituted constructive notice of procurement action; and (2) since the protester did not file its protest within 10 working days after it knew the basis for protest, the protest was untimely. Accordingly, the protest was dismissed.
