A firm protested the Army's rejection of its low bid for installation of an underground telephone cable system as nonresponsive. The protester's bid was initially rejected because it failed to acknowledge the solicitation's amendment. The protester contended that the amendment was not material; therefore, its failure to acknowledge it should have been waived as a minor informality. However, the Army stated that it had rejected the protester's bid not only for failure to acknowledge the amendment, but also because the protester qualified its bid price so as to render it ambiguous. GAO found that the Army properly rejected the protester's bid since its statement was ambiguous. Accordingly, the protest was denied.
