A firm requested reconsideration of the dismissal of its protest against an Army determination that its bid was nonresponsive. The original protest was dismissed because the protester had not furnished a copy of its protest to the Army within 1 day after it filed its protest with GAO. The protester contended that GAO had advised it not to send a copy of its protest to the Army at that time. GAO could not accept the protester's characterization of its advice since it was contrary to protest regulations. Accordingly, the dismissal was affirmed.
