A firm protested any contract award under a Defense Personnel Support Center invitation for bids (IFB), contending that the IFB was incomplete because the agency failed to provide detailed drawings or a sample of the item to be procured. GAO found that: (1) the IFB told bidders how to obtain the drawings; and (2) the protester failed to show that the agency had an obligation to furnish a sample. Accordingly, the protest was denied.
