GAO was asked to determine the entitlement of a Department of the Interior employee to reimbursement for subsistence expenses incurred incident to temporary duty over a holiday weekend. Interior disallowed the claimant's claim for one meal because it was unclear whether he was on official business on that day. On his reclaim voucher, the claimant added charges for nine meals which he did not claim on the original voucher and noted that he had worked during the entire weekend. GAO held that: (1) the claimant added the items because he was annoyed at the disallowance of his claim for one meal; (2) there was no indication that the claim was fraudulent; and (3) the claim for the nine additional meals reasonably represented the actual cost of each meal. Accordingly, the claim was allowed.
