A firm protested the Air Force's issuance of a purchase order to another firm, contending that the awardee was not a responsible prospective contractor because it lacked the trained personnel to perform the services. The protester also requested that GAO determine whether the Air Force complied with applicable procurement regulations. GAO held that it will not review an affirmative responsibility determination absent a show of fraud or bad faith on the part of the contracting officials or an allegation of the misapplication of definitive responsibility criteria contained in the solicitation. Neither exception was present in this case and GAO does not conduct investigations to ascertain whether a protester should have a basis for a protest. Accordingly, the protest was dismissed.
