A prospective supplier of a sole-source procurement protested the Navy's cancellation of the solicitation, alleging that the cancellation was the result of the Navy's failure to negotiate a fair and reasonable price in good faith. Bid protest regulations require that protests alleging other than solicitation improprieties must be filed no later than 10 working days after the basis of the protest is known. Since this protest was not filed within that timeframe, it was untimely and not for consideration. Accordingly, the protest was dismissed.
