A firm protested the issuance of orders under two Army requests for quotations, contending that it had Federal Supply Service equipment that would meet the Army's needs at a lower price. The protest under the first order was dismissed as untimely filed since it was not filed within the 10-day limit. In the second protest, the Army properly refused to accept the protester's quotation because it did not contain a list of the salient characteristics set forth in the solicitation. The extent to which the protester sought to question the requirements' propriety was untimely since it was filed after the closing date for the receipt of quotations. Accordingly, the protest was denied in part and dismissed in part.
