A firm protested the award of a Navy contract for work on a sewage system, contending that the awardee's proposal should have been rejected as nonresponsive because it and the next low bidder failed to acknowledge an amendment to the solicitation. The protester contended that each of the additions would materially affect the work or the cost of the project. GAO found that the amendment clarified requirements that already existed in the solicitation and had only a minimal impact on the cost; therefore, the Navy properly waived the awardee's failure to acknowledge the solicitation as a minor informality. Accordingly, the protest was denied.
