The Department of State requested a decision on whether an amendment that increased the allowable combined weight for shipment and storage of household goods was applicable to goods in storage on the amendment's effective date for costs of storage accrued after the amendment's effective date. GAO found that regulations provide that expenses issued prior to an effective date but incurred after the effective date are payable and that employees' excess weight charges should be based on the revised weight allowances, but none are retroactively applicable.
