A National Park Service authorized certifying officer asked whether two employees were entitled to reimbursement for meal expenses in connection with their attendance at a luncheon meeting at their permanent duty station. Regulations do not allow reimbursement for per diem expenses for meetings at an employee's permanent duty station; therefore, GAO held that, although participation at the meetings was beneficial to the employing agency, meals were not incidental to the employees' attendance. Accordingly, reimbursement was not allowed.
