The Navy requested reconsideration of a decision which sustained a firm's protest of the Navy's rejection of its low bid as nonresponsive. The protester had failed to receive a solicitation amendment which caused its bid to be incomplete. Although GAO initially held that the error should have been waived, the Navy provided sufficient evidence showing that the protester did receive the amendment. Accordingly, the prior decision was reversed.
