[Protest of Army Decision To Allow Bid Correction]

A firm protested a Corps of Engineers decision to permit another bidder under a solicitation to correct a mistake in its bid. The Corps requested verification of the low bid because it was substantially lower than the government estimate and all other bids. The bidder claimed a bid error, requested permission to correct the bid, and submitted supporting worksheets and affidavits. The Corps determined that the worksheets and affidavits established the intended bid price. The protester questioned: (1) the accuracy of the worksheets; and (2) the authority of the persons who prepared and checked the bid. GAO held that: (1) it would not disturb an agency's determination to accept a bid correction absent a showing that the determination lacked a reasonable basis; and (2) the individuals involved in bid preparation were principals of the corporation. Accordingly, the protest was denied.
