A firm requested reconsideration of a decision which denied its complaint concerning a Chicago Regional Transit Authority construction contract which had been funded in part by an Urban Mass Transportation Administration grant. In the original complaint, the protester contended that the awardee's bid was nonresponsive because of failure to meet certain minority business enterprise requirements in the solicitation. GAO denied the complaint on the grounds that it was a matter of responsibility which could be settled after bid opening. In its request for reconsideration, the protester contended that the awardee submitted the required information after contract award. GAO found no support for this contention in the record. Accordingly, the prior decision was affirmed.
