[Protest of BLM Contract Award for Tree Planting]

A trade association protested a contract award to a firm under a Bureau of Land Management (BLM) solicitation for tree planting, contending that: (1) the awardee did not have a satisfactory record of integrity and ethics; and (2) the awardee's performance under another BLM contract was deficient. GAO held that: (1) the protester was not sufficiently interested to protest the procurement because none of its members were in line for award; and (2) the matter of the awardee's performance under the other contract was one of contract administration which it would not review. Accordingly, the protest was dismissed.
