Pursuant to a congressional request, issues were addressed pertaining to the use of appropriated funds to transport the Vatican Pro-Nuncio to the United States to a religious ceremony after a meeting with the President. GAO stated that the provision of transportation for the Pro-Nuncio: (1) was permissible because it was authorized based on his diplomatic status as the Vatican Ambassador to the United States; and (2) did not violate the constitutionally mandated separation of church and state.
