[Protest Alleging DLA Awardee Nonresponsible]

A firm protested a contract award to another firm under a Defense Logistics Agency solicitation, contending that the awardee should have been disqualified as nonresponsible based on its performance under prior contracts. GAO held that it does not consider matters involving awardee responsibility absent circumstances not relevant to the instant protest. Accordingly, the protest was dismissed.
