A firm protested the Army Aviation Systems Command's requiring it to match the bid price of a foreign firm, arguing that the foreign company's bid price was based on a lower value currency. GAO held that, since the advantage was not the result of an improper preference or action on the procuring agency's part, the matter was not required to be equalized by the government. Accordingly, the protest was summarily denied.
