A firm protested two Corps of Engineers contract awards, contending that the apparent low bidder did not satisfy the small business set-aside restrictions of the solicitations. Since the Small Business Administration has conclusive authority to determine matters of small business size status for federal procurement purposes, GAO does not consider such protests. Accordingly, the protest was dismissed.
