Two firms requested reconsideration of a decision which denied their protests against the Veterans Administration's acceptance of another firm's bid submitted in response to an invitation for bids which was a small business set-aside for construction work. Although one of the protests was untimely, it was not dismissed because it was based on the same issues as the other protest. The other protester was found to be other than a small business and, therefore, not eligible for award. Accordingly, both requests for reconsideration were denied.
