A firm requested reconsideration of a decision in which GAO denied its protest that the Army should have considered its late bid. GAO initially held that, had the protester properly marked the envelope containing its bid, the bid would have been timely submitted. The protester contended that GAO erroneously stated that the bid would have been expeditiously delivered if properly marked and that the Army would not necessarily have opened the envelope. GAO held that the mail delivery procedures reported by the Army indicated that a properly marked bid would have been expeditiously delivered and opened. Accordingly, the original decision was affirmed.
