[Protest of Contract Award Under DLA Solicitation]

A firm protested the award of a contract to another firm under a Defense Logistics Agency (DLA) solicitation. The protester contended that the awardee would procure contract materials from nonqualified sources and that the awardee had falsified certain required certifications to qualify for consideration for award. DLA acceptance of the awardee's bid resulted in an obligation on the part of the bidder to perform the contract in accordance with the specifications. GAO does not review an agency's affirmative determination of responsibility except in limited circumstance not present in this case. Further, whether the awardee performs in accordance with the terms of the contract is a matter of DLA contract administration and is not for consideration by GAO. Accordingly, the protest was dismissed.
