A firm protested any Defense Logistics Agency (DLA) contract awards under two requests for proposals, contending that DLA restricted the procurements to one source. Since these protests concerned alleged improprieties in the solicitations which were apparent prior to the closing date for submission of proposals, they were required to be filed prior to that date. Since the protests were not filed by that date, they were not considered on the merits. Accordingly, the protests were dismissed.
