A firm protested contract award to any other firm under a Defense Logistics Agency (DLA) solicitation. DLA had found the protester to be nonresponsible, and it referred the matter to the Small Business Administration (SBA) for a determination under the Certificate of Competency (COC) procedure. SBA subsequently closed its file on the case because the protester did not file a COC application by the stipulated due date. GAO held that it would not review the agency determination of nonresponsibility or the SBA action. Accordingly, the protest was dismissed.
