[Comments on H.R. 4200]

GAO reviewed H.R. 4200, a bill to amend the Small Business Act to provide that small businesses be involved to the extent practicable in determining the terms and conditions of contracts awarded to them by the Small Business Administration (SBA). GAO believes that provisions in H.R. 4200 which would allow small businesses to protest such determinations to GAO would impose an unrealistic burden on GAO and that SBA should retain its current authority to resolve complaints by small businesses.
