A firm protested the rejection of its bid under a solicitation issued by the Army, contending that its failure to include a standard form that contained certain material provisions should not have rendered its bid nonresponsive. GAO held that the protester's failure to include the form did render the bid nonresponsive because the protester would not have been bound to the conditions contained in the form. Accordingly, the protest was denied.
