A firm protested a solicitation cancellation by the Veterans Administration (VA), contending that the cancellation was improper. VA canceled the solicitation because the specifications were materially defective in stating the Government's needs. GAO held that the specifications were not adequate for competition and, therefore, the cancellation was proper. Accordingly, the protest was denied.
