A firm protested any Army contract award under an invitation for bids (IFB) for the lease of washers and dryers. The protester contended that, because the Army did not specify in the IFB whether used equipment could be offered as it had in previous solicitations, bidders thought that only new equipment could be offered. GAO has held that new equipment is not required where the specifications do not call for it. Accordingly, GAO found that the protester's allegation was without merit, and the protest was denied.
