A firm protested an Army contract award, contending that the procurement should not have been set aside for small business and that an incorrect size standard was included in the solicitation. Bid protest procedures require that a protest based on alleged improprieties in a solicitation be filed prior to bid opening. Since the protest of the set-aside was not filed before that date, it was untimely and not for consideration. The Small Business Administration has exclusive authority to resolve questions of small business size status and standards, and GAO will not consider such a protest. Accordingly, the protest was dismissed.
